A good reference site is http://www.sanidumps.com/ You pick Country, State, City and it tells you the dumps sites nearby. It will have a little blue water symbol for fresh water fill. Another way is do a search for the boondocking location on Google and usually you will find bloggers like me and others that may have written a post about the place and advise where we got water close-by so you can get a fill with out carting a full tank all the way there..
http://freecampsites.net/ is also a good resource as folks will leave little reviews there and advice on nearby water and dump sites.
Finally most for pay campgrounds will sell you water and a dump for a fee, general 5-10 bucks. i did that recently in Deming NM. Stopped in at an RV park and paid 10 bucks to dump and fill, was cheaper than driving the rig to a free site. No point burning $20 in diesel to save $10. ;)
